Striped ruffle scarf in Shades of Blue 2

Sometimes you have a pattern that's just conducive to a little yarn from here and there.  When I was blocking the scarf, I discovered that some of the yarn I'd used was yarn and I ended up felting that bit.  It resulting in a great ruffle!
